Aaron H. Bloom

Lead Deputy County Counsel

Aaron Bloom joined the Office of the County Counsel in 2017.  As the Lead Deputy County Counsel for the Jail Reform and Custody Operations Team, Aaron oversees a team of attorneys who support the County on matters impacting the County jails, including on the Cole and Chavez consent decrees.  Aaron also acts as primary counsel for the Custody Health Services Department and advises the Department on compliance and other issues, handles legal matters, and drafts and reviews contracts, policies, and other documents. 

Aaron is also a member of the Social Justice and Impact Litigation Team, and litigates affirmative cases and develops initiates and policies designed to advance the well-being of the County and County residents.  This includes, for example, acting as a lead attorney in the Office’s lawsuit on behalf of the People of the State of California against Intuit, Inc. for alleged false advertising regarding its TurboTax products, and drafting and helping to spearhead the County’s building electrification ordinance.

Aaron also serves as counsel for the County Personnel Board, and previously worked for the Office’s Civil and Code Enforcement Team.  For the Civil and Code Enforcement Team, he acted as lead attorney in numerous enforcement actions and assisted in improving the County’s enforcement process.

Before joining the Office of the County Counsel, Aaron was an associate at Gibson, Dunn & Crutcher LLP in the White Collar Defense and Investigations and Litigation practice groups.
