Elizabeth G. Pianca

Lead Deputy County Counsel

Elizabeth G. Pianca joined the Office of the County Counsel in 2009.  Elizabeth is an experienced and knowledgeable advisor on the full range of public law issues, including land use and environmental, government finance (Proposition 13, 62, 218, and 26), elections, public records, public meeting, and conflict of interest laws.  Elizabeth currently serves as counsel to the Department of Planning and Development and the Finance Agency.  She has previously served as counsel to the Roads and Airports Department, Department of Environmental Health, Agriculture and Environmental Management, and various special districts. 

Elizabeth’s professional expertise includes:

  • California Environmental Quality Act
  • Planning and zoning law, including, Williamson Act, Surface Mining and Reclamation Act, Cortese-Knox-Hertzberg Local Government Reorganization Act, water law, general plan, vested rights
  • Open government law, including the Brown Act, the Public Records Act, the Political Reform Act, and Government Code Section 1090
  • Transportation, public contracts, and airport and aviation law
  • Finance and taxation
