Javier Serrano

Deputy County Counsel

Javier Serrano joined the Office of the County Counsel in 2016. As a member of the Social Justice and Impact Litigation Section, Javier litigates affirmative cases on behalf of the County and the People of the State of California. He played a key role in the County's successful "Sanctuary Jurisdiction" litigation challenging the Trump Administration's executive order denying federal funds to sanctuary jurisdictions, through which the County obtained a permanent injunction and successfully blocked implementation of the executive order. For this work, he was named a 2018 California Lawyer Attorney of the Year and received an award from the County Counsel's Association of California. Javier is also a lead attorney in the County's affirmative litigation against former manufacturers of lead paint, which resulted in a several hundred-million-dollar judgment dedicated to lead abatement in low income communities across California.

Javier advises County departments on a broad array of public law issues, including contracting, compliance, governance, public records, ethics, conflict of interest, and policy initiatives. Currently, he advises the County's Social Services Agency.
