Julia Spiegel

Deputy County Counsel

Julia Spiegel joined the Office of the County Counsel in 2017, and is a member of the Social Justice and Impact Litigation and Public Safety and Justice teams. Julia litigates high-impact affirmative cases on behalf of the County and People of the State of California, including the nation's first government-initiated lawsuit against opioid manufacturers regarding their role in creating the opioid epidemic. Julia is also a lead attorney in the County's lawsuit challenging a new "public charge" rule that would allow the federal government to deny admission and green cards to legal immigrants for using public benefits. In addition, Julia serves as primary legal counsel to the County's Fire Districts, has advised the Board of Supervisors on a number of immigration-related matters, and helps to develop County initiatives aimed at advancing social justice and improving the well-being of all County residents. 

Julia was named a California Lawyer of the Year in 2018 and received an award from the County Counsel's Association of California for her work on the County's lawsuit successfully blocking implementation of an Executive Order seeking to defund sanctuary jurisdictions.
