Kanwalroop Kaur Singh

Deputy County Counsel

Kanwalroop Kaur Singh joined the Office of the County Counsel in 2022.  She is a member of the Public Safety and Justice team, where she advises law enforcement agencies and criminal justice agencies.  She also represents the County in a variety of civil matters, as a member of the Civil Rights, Tort, and Employment Litigation team.  Prior to joining the Office, Kanwalroop was a Deputy Attorney General in the Civil Rights Enforcement Section at the California Department of Justice, as part of the Attorney General’s Honors Program. There, she investigated law enforcement agencies regarding unconstitutional policing practices and defended the State of California’s civil rights laws against challenges in federal court.  She also advised the State of California’s Task Force to Study and Develop Reparation Proposals for African Americans and wrote portions of the Task Force’s 2022 Interim Report, which was presented to the California State Legislature.
