Lead Deputy County Counsel
Overview
Lizanne Reynolds joined the Office of the County Counsel in 2000. She currently leads the Environment and Land Use Team and co-leads the Finance, Government Operations, and Technology Team. Her practice focuses on land use and environmental law and public finance, as well as litigation related to those areas. She also handles a wide variety of other general government matters, including drafting ordinances, resolutions, and legislative proposals. Lizanne has successfully briefed and argued several appellate cases, including two cases before the California Supreme Court. She has also authored two appellate amicus briefs on behalf of the California State Association of Counties and the League of California Cities. Lizanne’s professional expertise includes land use, environmental law (e.g., CEQA, endangered species), public finance, redevelopment agency dissolution and related litigation, and boards and commissions.
