Theresa J. Fuentes

Lead Deputy County Counsel

Theresa J. Fuentes is the lead deputy attorney for the Office’s Health and Hospital team. Theresa joined the Office of the County Counsel in 2006 after seven years in private practice and two years as a law clerk for a federal judge. She oversees the general and transactional advice to the County Health System regarding all aspects of health law and related government matters. Theresa works closely with hospital executive and physician leadership on legal and business matters including hospital and clinic operations, medical staff, risk management, strategic policy and planning, contracting and procurement, privacy and security, and regulatory compliance.

Theresa’s professional expertise includes:

  • Privacy and security (HIPAA and other state and federal health care privacy laws)
  • Medi-Cal and Medicare billing and compliance
  • False claims, anti-kickback, and self-referral matters
  • Hospital and clinic operations
  • Health care contracting
  • Behavioral-health care law
  • Medical ethics and consent
  • Electronic health records and meaningful use
  • Medical staff matters including peer review, credentialing, privileging, and bylaws
  • Affordable Care Act and health care reform

Prior Experience

  • Associate at Cooley Godward, LLP, assignments included general commercial litigation, contracts and pro bono services for indigent and public sector clients (2000-2006)
