Howard G. Frank

Deputy County Counsel

Howard Frank joined the Office of the County Counsel in 2019 after over twenty years in private practice in the areas of conservatorship, trust and estate administration and litigation, and fiduciary advice. During this time, Howard was appointed by the Santa Clara County Superior Court to serve as court-appointed counsel in over 100 conservatorship cases, representing the interests of the at-risk elderly population in the County. Howard has also served as a Temporary Judge with the Santa Clara County Superior Court, successfully resolving numerous matters.
