Michael J. Leon Guerrero

Deputy County Counsel

Michael Leon Guerrero joined the Office of the County Counsel in 2015 and is a member of the Labor and Employment Team.  He advises County departments in all areas of labor and employment law, including hiring, training, evaluation, reasonable accommodation, employee dismissal, and labor relations.  Michael represents the County before the Personnel Board, the Public Employment Relations Board, the Department of Fair Employment and Housing, the Equal Opportunity Employment Commission, private arbitrators, and state and federal courts. 

Michael’s professional expertise includes:

  • Labor and employment laws, including equal opportunity and anti-discrimination laws
  • Employee discipline and discharge advice/hearings/arbitrations/litigation
  • Public Safety Officers Procedural Bills of Rights Act
  • Reasonable accommodation procedures and family and medical leave laws
